Regulatory pressure around recycled content, single-use plastic restrictions, and extended producer responsibility is reshaping substrate economics and driving capital reallocation toward recyclable and recycled-content formats. Proximity to customers remains structurally important for bulky or heavy packaging where freight costs can exceed the value of the packaging itself.
